Job Description – (Associate) Director-Tax and Customs Affairs
Define and continuous update our tax strategy to support business growth and expansion; Overall control all routine tax filing to be in compliance with tax law and regulation; Review annual CIT (Corporate Income Tax) filing and coordinate with external firm/affiliate tax/corporate to prepare TP documentation; Regularly review profitability to be in compliance with corporate TP policy and benchmark with TP documentation; Timely update for any new tax law and regulation; Develop and promote the establishment and improvement of the company's customs compliance process system; handle daily customs-related matters; oversee and manage logistics service providers; participate in customs regulations training; and organize internal training sessions; Treasury operation, Custom Affairs operation, Government Incentives Monitoring and application.
Key Objectives/Deliverables: In order of importance, describe the primary responsibilities, which must be completed to achieve the objects of the position. The description should cover approximately 90% or more of the job content.
- Overall control all routine tax filing to be in compliance with tax law and regulation, Keep smooth communication and relationship with Tax bureau.
- Review regular tax filing calculation, including non-trade withholding tax filing and tax refund.
- Provide tax advice and related support to business units.
- Review tax related accounting entries to be in compliant with US GAAP and PRC GAAP.
Review annual CIT filing and coordinate with external firm/affiliate tax/corporate to prepare TP documentation.
- Responsible to timely review annual CIT return for 2 legal entities to be in compliant with CIT law.
- Coordinate with external firm/affiliate tax/corporate to prepare the TP documentation on time.
- Regularly review profitability to be in compliance with corporate TP policy and benchmark with TP documentation.
- Responsible to forecast statutory income statement for 2 legal entities.
- Responsible to prepare the profitability analysis for 2 legal entities twice a year (mid-year and year end).
- Responsible to coordinate for all tax audits and support for customs audit and pricing survey.
- Regularly evaluate potential tax exposure and make the proposal for any correction or improvement.
Treasury related work
- Overview all treasury operation and Keep smooth communication and relationship with PBC and commercial banks.
- Review annual financing plan and rolling cash flow forecast. Propose and arrange financing plan timeline (equity infusion or foreign loan) and tracking foreign loan payback.
- Regularly review SAFE policy and timely update or identify any exposure to company.
- Customs Affairs related work
- Responsible for import and export custom clearance (including general trade, processing trade, duty free equipment import, samples, repair equipment, return shipment, personal belongs import, temporarily imported), including material, equipment, RS, resting material and so on Management and ensure compliance with government regulations.
- Responsible for managing bonded operations under processing trade, including oversight of bonded account books, supervision of bonded verification procedures, and monitoring the compliance of in-plant circulation of bonded materials.
- Responsible for handling declaration anomalies in import and export operations, and coordinating with customs inspections and investigations.
- Responsible for the selection and evaluation of logistics service providers.
Organize training sessions on customs laws and regulations.
- Responsible for improving and maintaining the company's customs credit rating, as well as managing the company's customs documentation system.
- Full compliance with regulations / rules of China Customs, CIQ, FDA, IFDC. Keep smooth communication and relationship with Customs, CIQ, FDA, IFDC.
- Government Incentive related work
- Responsible to apply for and track all financial incentives granted by government. Keep smooth communication and relationship with SIP(IPB, ED,ES).
- Follow various HSE management procedures and fulfil the work safety responsibilities.
